But our city is settling. And Hot Springs was not made to settle. Twelve years after the Majestic burned, that ground still sits behind a chain-link fence. The Army and Navy Hospital stands empty on the hill, waiting on somebody to fight for her. For more than a decade, we've gotten studies, committees, and excuses. This is not about any one person. Good people have served this city, and we thank them for their service. This is about a season, and seasons change. It is time for new vision, new energy, new ideas, and new leadership. Hot Springs is more than a place on a map. It is my home. It is where Carolann and I raised our five children, and where our grandchildren are growing up today. In June of 1992, we pulled into this town with seven hundred dollars, a little bit of furniture, and a God-sized dream. We started a small church right in the center of this city, in a neighborhood people warned us about. You can label a neighborhood any way you want to. We chose to label it home. And something happened down there. From Summer Street to Third Street, from Hobson Avenue to Grand, block by block, brick by brick, life came back. Where there were boarded-up buildings, today there's a thriving church family, an accredited college, a Christian school, and a community center where students come every day. Here is what those thirty-four years taught me: what God and good people did in the center of this city can be done in every neighborhood of this city. I'm not running because I'm against someone. I'm running because I'm for something bigger than politics. For a stronger economy. For safer neighborhoods. For greater opportunity. Whether you vote for me or not, I will work just as hard for you. Principles Where I Stand Fiscal Responsibility Financial stewardship is one of the most important responsibilities of the board. Every major project should receive careful engineering review, financial analysis, and cost-benefit evaluation before taxpayers are committed to decades of debt. Transparent, Accountable Government Open books and straight answers. Good government means asking the difficult questions before approving millions of dollars in debt, not afterward. Independent Decision Making My responsibility as mayor would be to every citizen of Hot Springs, not to any supporter or contributor. Every proposal should be judged on its merits, its financial impact, its legal compliance, and whether it benefits the city. Neighborhood Revitalization I've seen what committed leadership can accomplish in one neighborhood. I want to bring that same spirit of revitalization and community pride to all of Hot Springs. Straight Talk About the Job Hot Springs uses a city manager form of government. The mayor is one member of a seven-member board of directors, presides over meetings, signs ordinances approved by the board, and serves as the city's ambassador. The board hires and evaluates the city manager, who handles day-to-day administration. So let me be clear about what I'm asking you for. I'm not running to manage city hall. I'm running to provide leadership, establish sound policy, protect taxpayer dollars, and make sure the city administration is accountable to the citizens through the elected board. And I will work exhaustively, every single day, with our city manager, our city attorney, our directors, and our staff, making every citizen proud to say “I live in Hot Springs, Arkansas.” Results, not excuses.
